Civil society organizations (CSOs) are working in increasingly complex environments shaped by shrinking civic space, disinformation, political polarization, digital surveillance and rapid technological change. Technology can help organizations reach communities, collaborate and advance their missions, but it can also introduce new risks and deepen existing gaps in capacity, security and infrastructure.
The CIVICUS Tech Accompaniment Program (TAP) is a new initiative within TechSoup's Digital Activism Program's portfolio. Implemented together with TechSoup Africa, in partnership with CIVICUS and under the Digital Democracy Initiative (DDI) that covers the Global South, it aims to offer support that responds to the CSO realities with practical, needs-driven support.
Over 12 months, the project is to help 200 civil society organizations in Europe, Asia, Africa, Latin America, Oceania, and beyond, strengthen their digital resilience, improve organizational practices, and adopt responsible digital solutions. Rather than offering the same support to every organization, the initiative combines assessment, tailored learning pathways, peer exchange, cybersecurity support and individual guidance based on each participant’s context and priorities.
A digital resilience journey built around each organization
The project begins with a Digital Maturity Assessment, led by TechSoup Africa, covering six areas: digital security, digital capacity, AI readiness, collaboration, operations, and hardware and infrastructure. Each participating organization receives an individual diagnosis summary highlighting strengths, gaps, risks and practical priorities for improvement.
The findings guide the support that follows. All 200 participating organizations gain access to foundational learning and practical resources. 100 organizations receive tailored Digital Resilience Roadmaps; 70 join cohort-based accompaniment and peer learning; and 30 receive intensive one-to-one mentoring and expert consultations. This tiered model makes it possible to match the depth and format of support to participants’ needs and capacities.
What the project offers
Digital maturity assessments and individual diagnosis summaries for 200 civil society organizations.
Tailored Digital Resilience Roadmaps for 100 organizations, setting out realistic priorities and practical next steps.
Cohort-based accompaniment, peer exchange and access to Communities of Practice for 70 organizations.
Intensive one-to-one mentoring and expert consultations for 30 organizations.
Five thematic webinars shaped by needs identified through the assessments.
Cybersecurity awareness training and phishing-simulation support to strengthen everyday digital security.
Access to Hive Mind, the AI Resource Library, online self-paced courses, practical tools, and multilingual learning resources.
Learning grounded in civil society’s priorities
The accompaniment pathways will draw on the Digital Activism Program’s core areas of expertise in organizational resilience and effective technology use for CSOs. Topics include AI fundamentals for civil society, digital safety and security, information integrity, crisis management and effective communication. The multilingual, educational resources and learning opportunities are designed to make support more accessible to organizations operating in different context, with different missions, structures, and levels of digital maturity.
From assessment to practical change
CIVICUS Tech Accompaniment Program (TAP) is designed to turn diagnosis into action. With support from experts and peers, participating organizations will work towards concrete improvements in digital security, governance or infrastructure. At least 70% of supported organizations are expected to implement one or more recommended improvements during the project's lifetime.
Learning resources and webinar recordings will remain available beyond the live sessions, helping participants continue building sustainable digital practices and share useful knowledge within their organizations and networks.
